党的十五届五中全会通过的《建议》的突出特点是明确提出“十五”期间把发展作为主题，为此，必须着重抓好经济结构调整、改革开放、科技进步和推进国民经济与社会信息化等几个重点环节。同时，还应当大力发展教育事业，努力扩大就业，保持社会稳定，这是加快经济发展的基础与保证。

The prominent feature of “suggestion” passed by the 5th Plenary Session of the 15th General Committee is that it clearly puts development as the theme therefore we must stress and do a good job in the important links of adjustment of economic structure reform and opening to the outside world scientific progress and promotion of national economy and social information． Meanwhile we should also develop greatly the educational cause try to expand employment keep social stability． These are the basis and guarantee for the fast development of economy．
