依法行政是我国的治国方略 ,是依法治国的难点。在社会公众对依法行政有所曲解的今天 ,探究依法行政的含义有着极为现实的意义。本文从依法行政的宗旨、本质及其基础等角度出发 ,剖析了依法行政的深刻含义 ,并据此提出了我国尚处于依法行政初级阶段的警示。

'Administration by law'is the strategy China has adopted in managing state affairs, and also is the place where difficulties are encontered in running the country by law. Since there is some misunderstanding of 'administration by law' in the society, it is of great practical importance to explore its very meaning. Starting from its aim, nature and basis, this paper analyzes the profound meaning of 'administration by law' and gives a warning that China is still in its early stage of 'administration by law'.
