As a result, 'Three constructions' that had been scheduled to be accomplished in 15 years was finished recklessly within just 4 years. The negative effect of the rash advancement appeared in the fields of agriculture socialist reform and its causes on the socialist reform and construction was discussed through the history truth and theory analysis.
