建立和完善我国农村老年社会保障制度

On Establishing and Perfecting the System of Security for Rural Elderly in China

家庭养老和土地养老作为我国农村传统的老年保障的主要形式,其功能有弱化的趋势。然而我国农村老年社会保障存在一些问题,所以建立和完善我国农村老年社会保障制度显得尤为必要和迫切。本文提出建立和完善我国农村老年保障制度具体的对策措施:改革和完善农村养老保险制度、老年医疗保障制度、老年社会福利救助制度、社区老年服务体系以及其它配套措施。

Family and land care for old-age are traditional security forms for elderly in China. But that property is fading. There are problems in social security for elderly. So to establish and perfect the system of social security for rural elderly is urgent and extremely necessary. This paper proposes some specific counter measures for this situation to reform and perfect the system of rural old-age insurance, the system of medical security, the system of social elderly welfare relief, and the system of community service for rural elderly. In the end, the author puts forward some other related policies.
