总结十一届三中全会以来我国教育法制建设取得的成绩和主要经验 ,分析教育法制建设中存在的问题。认为教育法制建设必须以观念更新为前提 ;与解决当时面临的突出问题紧密相联 ;总结本国经验与吸收、借鉴国外经验相结合 ;加强教育立法与注重教育法的实施齐头并进。

The thesis sums up the achievement and experience as well as issues on Chinese education legal system construction since the Third Plenary Meeting of the CPC's Eleventh. The author advances, the education legal system construction must update idea as precondition, must couplet tightly issue then and there, must combine summing up the old sod experience and absorbing external experience, must bring into effect between law making and enforcement of law at the same time.
