论WTO的技术贸易关联问题及挑战对策

On Points Related to Technical Trade of WTO and Countermeasures to Meet the Challenges

国际技术贸易是推动现代世界经贸发展的一个内在需求 ,也是促进产业调整、产品升级的一个巨大动力。我国加入WTO之后 ,在国际技术贸易领域必将迎来新的发展机遇 ,同时也会面临严峻挑战。本文正是从技术贸易壁垒协议、技术标准与贸易、知识产权保护、技术交流与合作、“绿色”条款等方面 ,较深入地分析论述了国际技术贸易发展态势和WTO技术贸易相关原则 ;并针对我国在技术贸易中存在的四大问题 。

International technical trade is an inner need to promote the development of the contemporary world economy and trade and also a great impetus to further adjustment of industries and upgrading of products. After China joins the WTO, it will inevitably have new opportunities for development and at the same time encounter severe challenges in the international technical trading field. This article analyzes and discusses in a relatively deep way the situation of international technical trade development and the principles related to the WTO technical trade from the aspects of the technical trade barrier agreement, technical standards & trade, intellectual property right protection, technical exchange and cooperation and “green” terms, and puts forward a proposal of five measures to solve the four major problems, that existed in the field of international technical trade in China.
