西部大开发不仅是党中央作出的一个重大的经济决策 ,也是一个重大的政治决策 ,是关系中华民族长远发展的战略之举。西部大开发总的战略目标 ,就是到 2 1世纪中叶全国实现现代化时 ,从根本上改变西部地区落后的面貌 ,建成一个经济繁荣、社会进步、民族团结、山川秀美、人民富裕的新西部。西部大开发的战略重点是加快基础建设、加强生态环境的保护和建设 ,调整产业结构 ,加快资源优势转化为经济优势 ,优先发展科技教育 ,深化改革扩大开放 ,实现社会全面进步 ,切实提高人民生活水平。在西部大开发中要有新的思路 ,建立新的机制 ,促进西部地区环境、生态、经济。

The development of west regions is not only a significant economic decision, but also an important political decision made by the Central Committee of the Communist Party of China. It is also an undertaking for the strategy of the long-term development of Chinese nation. The aim of the overall strategy of the development of west regions lies in that, by the middle of the twenty-first century when the whole country has realized modernization, the underdeveloped situation of west regions will be fundamentally changed so as to build up new western regions where the economy is prosperous, the society is progressive, nationalities are united, the mountains and rivers are beautiful, and the people lead a well-to-do life. The strategic key point of the development of western regions is to speed up capital construction, strengthen the protection and construction of ecological environments, adjust industrial structure, accelerate the transformation of the resources advantages into economic advantages, give priority to development of scientific and technological education, deepen reform, widen opening-up, and promote coordinated sustainable development of the environment, ecology, economics, and population in western regions.
