From the viewpoint of fostering talents, the paper puts forth an idea of the planning, reform and construction of teaching materials for the new century, such as the multiplicity of the directions of the theme choice, forms, dimensions of layers and writing styles. It is also pointed out that during the construction of teaching materials it is needed to solidify the achievements of teaching reform in teaching materials and at the same time to intensify the construction of electronic teaching materials and introduce and translate foreign excellent teaching materials in order to meet the requirements of the twenty-first century.
