摘要
总结国有企业改革的经验和教训,借鉴市场经济国家的成功做法,指出国有企业在用人制度方面现存的弊病,结合实际调查结果,提出:对于国有企业经营者,应建立科学灵活的选任机制;构建规范可行的激励机制;施行公开透明的监督机制。
Considering the experiences and lessons in the reform of state-owned enterprises and successful methods in market economy countries, it is pointed out that state-owned enterprises must establish and implement a scientific and flexible choose-and-appoint mechanism, a normalized and feasible inspiring mech-anism,and an open and transparent supervisory mechanism to settle the current problems in the personnel system revealed by the actual investigation.
