建立我国农村新秩序的思考与实践

The thinking of building up new order in China's rural areas and its practice

随着改革的深入，我国农村经济体制和政治体制的变革，致使农村基层利益格局发生了巨大变化。广大农村出现部分基层干部不廉，农民负担过重，农民收入增长缓慢等问题。这些问题的存在和发展，直接影响着政府的形象和政局的稳定。我们在改革中，通过具体的实践和深入的探索，认为要解决这些问题，必须建立党组织与村委会的协调机制，村民自治的管理和约束机制，乡政村治的衔接机制，在改革中实现体制和机制的创新。

With the deepening reform in the economic and political systems in the rural areas,great changes have taken place in the interests patterns at the rural grassroots. Problems such as corruption among some grassroots cadres,overburdened peasants with a slowing down income increase have come into being and got deteriorated.These problems have directly hurt the government's image and the political stability of the country.Through practice and in－depth exploration,we find that the solution lies in the setting up of three mechanisms:one is to coordinate Party Organization with the Village Committee,anotheris to conduct self－ruling and constraints among the villagers,and the last one is to link the township－administration with village－ruling.Thus we can expect to make creations in systems and mechanism.
