摘要
从行政范式解析入手，提出范式代替模式的新观点。对政治领袖范式、官僚制范式、企业型政府范式进行了结构上的重新认识。趋利避害，重建新范式是当代中国政府机构改革的必然选择。
On explaination of administrate model ,new viewpoints are brought forward insteard of pattern ,if tending good to renew consideration an organization of political leader bereaucracy and business government model,rebuilding new model is a necessary choice in reforming of current Chinese government organization
