诣阙上诉制度是汉代司法程序中的一种特殊形式，它源于"谳狱"制度。诣阙上诉制度是对常规司法程序的一个补充，由最高统治者裁决，也是冤假错案获得平反的最后机会，有一定积极意义。但在封建专制政治下，真正能"诣阙"者廖廖无几，只是给人一种虚无飘渺的希望，带有极大的欺骗性。

The system of complaini ng to the imperial palace,which came from the system of 'Xianyu',was a special type of legal regulations in Han Dynasty.It was a complement for the regular ju dicial procedure.Furthermore,it was the final hope of redressing for the crimina ls,and the most powerful governor would make the conclusion.The system played a positive role in a certain sense,but only a few people could arrive at the imper ial palace in feudal society.It only gave the people an illusory hope.It was dec eptive indeed.
