刍议地方政府投资的合理定位问题　　　　　　　

On the Reasonable Location of the Investment of the Local Government

当前地方政府的投资行为，无论是在决策权和支出权方面，还是在筹资权和管理权方面，较之以往均有很大程度的削弱。这种削弱总体而言是合理的，有利于减少不必要的行政干预；但也存在矫枉过正的一面，既不利于地方投资主体功能的发挥，又降低了中央投资调控的效率，亟待完善。

Compared with that of the past,the investment of local government at present has been weakened to some extent,in terms of the right of decision and expenditure,or the right of finance and management.As a whole,the weakening is reasonable because it is favorable to reduce the unnecessary,administrative intervention.However,it overdoes in righting a wrong.That is,it is unfavorable to embody the function of the local government as the body of investment,and it also reduces the efficiency of regulation of central government by means of investment.Therefore,this problem should be further reformed and perfected.
