体制内创新路径选择成因的经济学思考

Economics Thinking Chosen from the Way of New Creation and Improvement inside the System

改革初期中国选择体制外改革的路径取得了成功。改革新时期 ,中国经济形势和发展战略发生了重要变化 ,原有的制度均衡被打破 ,新的制度需求要求提供新的制度供给。体制内创新的改革路径是对新世纪经济知识化信息化所创造的经济机会的制度回应 ,是对资源要素相对价格长期变化的制度回应 ,是社会主义市场经济理论和法律制度降低了体制内创新的制度风险与交易成本的结果 ,是为了克服无效率体制所产生的消极制度连锁效应的一种制度安排。因此 ,选择体制内创新的制度安排 ,不仅是适应新时期经济形势和发展战略的必然要求 ,也是制度变迁理论的逻辑证明。

In the early period of the reform,the way that China chose the reform outside the system was very successful.In the new period of the reform,the economic situation in China and development strategy have changed a lot.The balance of the form system have been broken.The requirement of the new system will provide resources of the new system.The way of reform inside the system answers the economic knowledge &information in new century and change of the long period of the relative price.This can overcome negative factors of the traditional inefficient system.At the same time,formation of the theory of Deng Xiaoping also reduces the risk and trade costs of choosing the creation and improvement inside the system and improve hoped for results.Therefore,the creation and improvement inside the system not only realizes development strategy but also is logical test of the theory of system change.
