加强党的执政能力建设,其内涵十分丰富。在思想观念上,要实现从"权力本位"转向"权利本位",从"官本位"转向"民本位",从"以物为本"转向"以人为本";这对于提高党的科学执政、民主执政、依法执政能力,对于全面推进党的建设伟大工程至关重要。

It has plentiful connotation to strengthen construction of governance capability of the CCP. We'll ideologically carry out 'three transformations':the change from 'power in focus' into 'rights in focus', the change from 'offical as the basis' into 'popupar as the basis', the change from 'material as the standard' into 'human as the standard'. The three transformations are most important to promoting the Party's governance capability scientifically,democratically and legaly and giving a great impetus in an all-round way to the Party's construction, a gigantic project.
