中美钢铁贸易争端解决的行政学思考

Resolving Sino-US Iron and Steel Trade Conflict with the Aid of Administrative Science Research

加入WTO是我国政治经济生活中的一件大事 ,它将加速我国经济全方位参与国际竞争 ,实现国内市场与国际市场的对接。年初 ,美国总统布什宣布 ,美国在今后三年内将对十二种进口钢材加征 8%～ 30 %的关税 ,可见钢铁争端可能成为我国向世贸组织提起申诉的首个案例。因此 ,利用WTO争端解决机制解决中美钢铁争端成为一种必要。那么 ,怎样认识WTO争端解决机制 ,如何利用它来保护中国的经济利益 ,在WTO体制下 ,如何构建保护我国经济的外贸体制以及中美钢铁贸易争端对我国政府发展钢铁工业的启示 ,都是目前急需探讨的问题。本文试图对上述问题进行探讨 。

China's entry into WTO, a great event in the political and economic life of the country, will speed up the all round competition of domestic economy with international ones and realize the docking of domestic market with the world market. In the early 2002, American President George W. Bush announced that the United States would levy another 8%-30% tax on twelve imported steel products in the coming three years. This suggests that the Sino US iron and steel trade conflict is likely to become the first case filed by China to the World Trade Organization. Therefore, it's necessary to employ the WTO trade conflict resolution mechanism to resolve the Sino US iron and steel trade conflict. From this arise a series of questions, including how to understand the WTO trade conflict resolution mechanism, how to take advantage of the mechanism to protect the interest of China, how to construct a foreign trade system which will protect China's domestic economy while complying with the WTO system, what implications the Sino US iron and steel trade conflict has on the development strategy of China's iron and steel industry. This paper intends to investigate the above-mentioned problems and presents some thoughts on the resolving of Sino-US iron and steel trade conflict from the perspective of administrative science.
