法治与德治相结合的治国方略 ,如鸟之两翼 ,车之两轮 ,相辅相成 ,缺一不可。从人性论出发 ,法治在于止恶 ,德治在于扬善 ;从经济方面说 ,法治导致自由 ,德治导致秩序 ;从民众角度讲 ,法治 (民治 )激发社会活力 ,德治 (教民 )引导人们思想。深度思考法治与德治怎样达到内在统一和从哪些层面实现统一 。

The unification of law ruling and morality ruling is a strategy of governing a country. The two sides are of importance for each other. In the view of the humanism, law ruling is to prevent the evils and monality ruling is to encourage the goodness; on the aspect of economy, the former leads to freedom and the latter leads to a sequence; in terms of the public, law ruling stimulates the social vitality and morality ruling guides people's idea. It's vital and realistic to consider deeply how and which aspect the law ruling and morality ruling can reach an internal unification.
