香港警察执法监督机制概述

A Survey of Hong Kong Police Force Supervision System

近年来，香港一直被公认为世界上最安全的城市之一。同时，香港警察也被誉为一支纪律严明、执法公正、工作效率高的警队。香港警察的成功经验是与其具有一套较为完备的警察执法监督制约机制分不开的。文章以《香港警察条例》等法律为依据，从立法状况、监督形式、监督机构及其职责等方面，对香港警察执法监督机制进行分析研究，并探讨如何借鉴其有益经验和作法来进一步完善内地公安机关人民警察执法权的监督机制。

Nowadays, Hong Kong is one of the most peaceful cities in the world. Meanwhile, Hong Kong police force is recognized as one of best police teams that enforces the law strictly and acts with highly efficiency and discipline. However, the success of Hong Kong police couldn't be obtained without an excellent supervision system on Hong Kong police. On the basis of relevant Hong Kong laws such as Police Force Ordinance, the author is to discuss and analyze the supervision system of Hong police, especially on the aspect of law-making status, supervision styles and supervision organs as well as their power and duties, try to draw on the successful experience of Hong Kong to further improve the supervision system of Public Security Authorities of mainland.
