农民素质和技能低下是农村剩余劳动力转移的内在制约因素,而农民又有提高素质和获得职业技术教育的内在动力,因此发展职业技术教育是实现农村剩余劳动力有序转移的有效途径。

The paper probes the problem on the transfer of the village surplus labor forces at the angle of the education on the occupational technique. The author considered that the low diathesis and craftsmanship are inner restricted factor which affected labor forces transfer, while the peasants contain the inside motive that promotes diathesis and grasps the occupational technique. As a result , developing the education on the occupational technique is a valid path for the village surplus labor forces transfer orderly.
