An Introduction to the Theoretical Foundation of Cyclic Economy

“循环经济”既是一种与地球和谐的经济发展模式,更是涉及广泛领域的大文化现象,即广义的生态文化现象。文章初步探索了循环经济的四大理论基础:哲学基础、生态学基础、经济学基础(生态政治经济学、生态计量经济学和生态经济伦理学)和制度基础。文章认为:康芒纳在《封闭循环》中提出了生态学的四个法则,即每一事物都与别的事物有关、一切事物都必然要有其去向、自然所懂得的是最好的、没有免费的午餐,实际上从哲学上揭示了循环经济的基本原理。生态政治经济学主要探讨生态生产方式;生态计量经济学主要研究生态经济效率问题,研究内容是生态国内经济核算体系,即绿色GDP(EDP,绿色国内生产总值);生态经济伦理学则要进一步研究经济价值、伦理价值与生态价值之间的关系。发展循环经济,必须有相应的符合生态规律和循环经济要求的政治、法律制度保障,有相应的文化道德环境支撑。循环经济是一种广义的文化活动,需要从根本上建立与其相适应的伦理文化观念体系和符合生态伦理的生活方式。

Cyclic Economy”is an economic development mode harmonizing with the earth.It is also a big culture phenomenon concerning with the vast fields.It is regarded as ecological culture phenomenon in broad sense.The paper makes an analysis of the four theoretical foundations of cyclic economy.They are philosophical,ecological,economic(ecological political economy,ecological econometrics and ecological economic ethics)and systematic foundations.In The Closing Circle,Barry Commoner presents four ecology laws.The first is that every thing is connected with other things.The second is that everything must have its developing direction.The third is that natural acquiring is the best.And the last one is that there is no free lunch.In fact, all these have revealed the basic foundation of cyclic economy in a philosophical way.Ecological political economy mainly elaborates the ecological production mode. Ecological econometrics mainly discusses the ecological economic efficiency.The research content is ecological domestic economic accounting system that is green GDP (EDP,green Gross Domestic product).Ecological economic ethics makes further analysis of the relation between economic value,ethic value and ecological value.To develop cyclic economy needs political,legislative guarantee and culture moral environment,which are in accordance with ecological law and cyclic economic requirement.Cyclic economy is a culture activity in broad sense.It is of great necessity to establish ethic cultural system and ecological ethic living mode suitable for cyclic economy.
