Because of the historical and regional difference, the development of economy in the developing area was slow and the problem of the farmers became important.The adjustment of industrial structure of agriculture was an important way to solve it.Remarkable success has been achieved since 1980s when it began to adjust the industrial structure. But there were still some problems. And the idea of modern enterprise management was the effective way for the development of the industrial structure adjustment of agriculture.
