电力市场输电阻塞的管理

摘要 为了综合考虑输电安全和经济的原则,本文定义了安全度函数和堵塞费用函数,并设计了合理简明的堵塞费用和计算方法,构造了综合安全度函数和堵塞费用的目标函数,从而把一个多目标规划问题转化为以机组出力为决策变量的单目标非线性规划问题,本文的特色之处是引入常数β,该值表示在出力分配预案未进行调整时由安全隐患带来的经济损失,它刻画了网方对线路安全的重视程度,通过调节β值的大小可以找到安全度不同的调节方案,实现了对电力市场输电阻塞的安全管理。 This article discusses the management of jam-up in power transmission. Considering the principle of being safe and economical, this article defines the function for safety and jam-up fees (them both are the functions related to the contribution of generators). Also, it devises a simple but suitable calculation method for jam-up fees, and constructs a function including integrated safety and jam-up fees. In this way, it converts the compound task nonlinear programming into a single task nonlinear program, which is just related to the contribution of generators. A main trait of this article is the constant, which is defined as the loss brought by hidden trouble in safety if we stick to our counter plan and don't change the contribution quantum of generators. Meanwhile, the constant tells us how the principal thinks of the importance of electricity transmission line. So we can change the value of to get different plans, and choose the best to realize the safety management when meeting jam-up in power transmission.
