江泽民对农民增收问题极为重视,并重点对农民增收的重要意义和基本路径进行了科学论述。他认为,促进农民增收应该"加减并用",其基本路径是:以"六靠"促进农业发展;在乡镇企业发展的基础上加快农村城镇化进程;搞好农村扶贫开发;减轻农民负担。

He especially analyzes the significance and basic ways of peasants' income increase, holding that the policy of 'increasing and decreasing' should be applied simultaneously to help the peasants increase their income and the basic ways of increasing peasants' income are as follows: to promote agricultural development through the 'Six Relying-on'; to accelerate the course of rural urbanization on the basis of the development of the township enterprises; to succeed in helping the poverty-stricken rural areas tap resources and to lighten the peasants' burdens.
