摘要
近代中国在19世纪60年代至70年代曾经有过至关重要的战略机遇期。身为船政大臣沈葆桢在战略机遇期内深谋远虑励精图治,建树了杰出的业绩,然而由于近代中国的当权者迟迟未能在政治和经济领域内开展全面深刻的体制改革和制度创新,近代中国的战略机遇期没有被充分利用,这最终导致近代中国在后来的国际冲突中连遭惨败。沈葆桢值得纪念,错过战略机遇期的历史教训更值得牢记。
In the 1860s and 1870s China got an significant strategic opportu ni ty period, in which Shen Baozhen,the Minister in Charge of Shipping,made great a chievements with a far insight.Yet ,the opportunity wasn't taken full advantage of and China didn't develop as ripidly as she could. The historical lesson shoul d be memorized.
