日本车辆超限超载治理综述

Review on regulation of overloaded vehicles in Japan

受利益驱动，世界各国普遍存在公 路车辆超限超载现象，而且超限超载车辆占据较高的比例。发达国家也不例外，日本早期调查资料表明，高速公路上载货车辆超载比例约为２０％，而且夜间超载比例较大；在国道高速公路上行驶的超限超载车辆中，以超载居多。以１９７６ 年为例，阪神高速公路上轴载质量和总质量超载事件达１９７０ 起，其严重程度由此可见一斑。 多年来日本治理车辆超限超载主要采取完善立法、技术检测、严厉处罚相结合的办法，取得了良好的效果。

Driven by the profit , the overrun and loaded traffic is prevailing across the world. And the higher ratio of these vehicles is not an exceptional in developedcountries. Based on the early survey in Japan, some 20 per cent of freight trucks running on theexpressways in Japan were overloaded, which tended to increase during the night. Among the vehicles running on the national expressways, the overloaded trucks took a majority share. Over the years, through improving the legislation, technical inspection and severe punishment, Japan has done a good job on regulating the overloaded and overrun vehicles.
