摘要
江汉～洞庭盆地灾害的发生 ,既有自然因素 ,也有人为因素。本文在总结荆江防洪的经验基础上 ,探讨了江汉～洞庭盆地防灾减灾对策与措施 ,提出要从实际出发 ,遵从河流自然规律 ,走综合减灾、系统治理的道路。
the disaster occurrence of the Jianghan-Dongting basin is controlled by both natural factors and artificial one. In this paper, the countermeasures of protection against and mitigation disasters are studied. It is suggested that we have to obey the river's nature regulation, to perform the synthetic measures of mitigation disasters and to prevent floods by system's control.
