试论基层民主与我国的政治文明建设

文章从政治文明源起及其发展的角度认为民主是人类现代政治文明的内涵和核心因素,而民主的发展是一个渐进的过程,它存在于人类社会发展的不同社会形态和不同历史阶段,有古典意义上的民主,也有现代意义上的民主,有实体民主,也有程序民主之分,它们之间并非绝然对立的,而是不同发展的阶段。因此,在我国当前社会主义政治方明建设中民主政治发展具有目标性地位,而基于现状,基层民主的发展与完善又无疑凸显其重大的理论和现实意义。

Democracy is the key factor of modern political civilization,and development of democracy is a long process, it exist on different social form and different historical stages, there is democracy in classical meanings and democracy in a modern meaning too, there is substantiality democracy and procedures too, They aren't absolute, but different stages for development, so development democratic have goal nature status in our country present socialist politics construction, and because of current situation, development and perfection of democracy in grass-roots units undoubtedly have prominent theory and realistic meaning.
