The Characteristics of and Enlightenments from the US's Civil Aircraft Mobilization

美国的民航运力是美军战略投送力量的重要组成部分,对其实现兵力快速投送发挥着重要的作用。本文对美国民航运力动员的特点进行了深入地分析和探讨,并结合我国航空运输的实际情况,就如何完善组织管理机构、健全运行协调机制、加强空运后备力量建设、健全民航运力动员法规体系、加快民航运力动员信息系统建设等提出了一些具体的看法,旨在提高我国民航运力快速动员能力。

The mobilized civil airlift force plays an important role in enhancing US's strategic airlift capability and achieving the goal of US Army's global force projection. In this paper we analyze the characteristics of US's civil aircraft mobilization,and put forward a few suggestions and measures for enhancing our civil aircraft mobilization,such as founding and perfecting the mechanism of function and corresponding, strengthening the airlift reserve force perfecting the statute system of civil airlift mobilization,and improving the information system design of civil airlift mobilization.
