城市规划是政府干预城市发展的重要手段,而基于城市规划的公共政策是政府实施城市规划干预的主要方式。构建以公共管理模式为基础的城市规划管理模式,可有效实现城市规划从传统管理模式向现代公共管理模式转变,增加政府实施城市规划公共政策的实效性,为此,必须构建城市规划的控制体系、引导体系、法规体系、监督体系。

The establishment of city planning manage-ment pattern based on public administration pattern caneffectively help the city planning management to changefrom traditional pattern to modern public administrationpattern and increase the actual effect of public policycarried out by the government in city planning. For thispurpose,it is necessary to establish the control system,guiding system,legal system and supervision systemin city planning.[
