城乡规划管理体制改革探索

Study on the Reform of Management System of Urban and Rural Planning

推进城乡规划管理体制改革是经济、社会发展和贯彻《行政许可法》的需要,也是解决当前城乡规划管理中存在的省级规划管理职能缺位、缺乏上级对下级有效监督等问题的需要。我国的城乡管理体制改革采取建立规划委员会、派驻规划督察员和行政责任追究制度,强化省级规划管理职能,实行四线管制等措施,以实现良好的城市管治。

The promotion of the reform of the management system of urban and rural planning is required by economic and social development as well as bythe implementation of the administration permission law.It is also required by the settlement of such existing problems in urban and rural planning as lack ofmanagement function of the provincial planning authorities and the lack of effective supervision of the superior over the lower level.In the reform of urbanand rural management system in China,such measures as establishing a planning committee,accrediting planning superintendents,enforcing the system ofadministrative responsibility,strengthening the management function of the provincial planning authorities and practicing four-line management system,etc.should be taken so that a good city management is made possible.[
