摘要
本文对政策运行过程及其影响因素进行了分析,并对国内外高新技术产业政策管理的现状进行了比较,在总结我国高新技术产业政策管理存在问题的基础上,提出了高新技术产业政策管理体系设计的基本原则,并从高新技术产业政策管理体制、高新技术产业政策过程管理和高新技术产业政策管理的保障体系三个方面,设计了高新技术产业政策管理体系。
Based on analyzing the process of policy operation and its influencing factors, comparing the present situation of hi-tech industrial policy management abroad and at home, and summing up the main problems existing in China on policy management of hi-tech industry, this paper puts forward a set of principles for designing policy management system of hi-tech industry, and designs a policy management system of hi-tech industry in the light of three aspects of hi-tech industry policy, including management mechanism, process management system and management guarantee system.
