资源外部性与矿业城市补偿机制探讨

The Discussion on Externality of Resources and Compensation System of Mining Cities

本文从资源外部性入手,分析了矿产资源的制度外部经济性特点。在分析两种解决外部性问题理论基础上,认为政府利用经济手段解决资源外部性问题是可行的。因此,建立矿业城市补偿机制是必要的和紧迫的。并提出了建立矿业城市补偿机制的政策建议。

This paper proceeds with the externality of resources, and analyzes the external economic characteristics of the system of mineral resources. On the basis of the two kinds solutions of external problem theory, the paper concludes it is feasible that government utilizes economic means to solve the external problems of resources. In so far, it is essential and urgent to set up the compensation system of mining cities. This paper also puts forward the policy recommendations to set up the compensation system of mining cities.
