日俄“北方领土”之争及其解决前景探析

Analysis on Northern Territory Issue and Its Solution Prospect

横亘于日俄两国之间的“北方领土”问题一直久拖不决,其原因一是由于双方对“北方领土”问题的解释各执一词;二是囿于国内民族感情以及政治斗争的需要两国政府均采取不妥协的强硬立场,并且周边复杂的大国地缘政治结构对日俄双边关系的发展也有一定的牵制。为打破日俄关系在“北方领土”问题上的僵局,“搁置主权、共同开发”北方四岛的中庸之道,是解决日俄“北方领土”问题的最好办法。

The issue of Northern Territory between Russia & Japan has been unsettled. Firstly, the two states hold on different opinions upon this issue. Secondly, both governments of all previous sessions take on uncomprinisable and tough stance for the sake of national passions and political disputes. Furthermore, the complicated neighbouring power structure exerts influence upon the development of the relationship between the two states. Northern Territory issue is the bottleneck of the two states diplomacy. To break up the deadlock situation this paper puts forward a gold mean proposal to tackle this issue, namely, laying sovereignty issue aside and tapping it cooperatively.
