Since its launch in March 2002, COUNTER Code of Practice has been designated in collecting, reporting and delivering the usage of electronic resources. It has been adopted by an increasing number of publishers. The library community now has a credible and consistent criterion to evaluate and compare the value and usages of e-resources for individual library. The paper describes the origin, the core contents and the future development of COUNTER.
