摘要
随着互联电力系统的发展,已有的控制性能评价标准已不能满足要求,迫切需要制定更加适 合现有控制要求和网络结构的新标准。通过探讨电力系统互联的本质,提出了互联电力系统控制 性能评价标准的制定原则;在分析现有的A1,A2和CPS1,CPS2两类标准的控制机理及缺陷后, 阐述了建立新标准的必要性,进而提出制定新标准所涉及的系统状态分级、自动发电控制(AGC) 闭环中加入联络线安全约束、控制策略和区域控制偏差(ACE)分解等若干概念和思路。
Due to the evolution of interconnected power systems, the existing control performance assessment criteria cannot meet the demand and a new criteria that more suitable for the network structure and control demand is needed. By investigating the essence of interconnection of control areas, a rule of the formulation of control performance assessment criteria for interconnected power systems is proposed. Through analyzing the existing control performance criteria (CPC) and control performance standard (CPS), the advantage and disadvantage of the two sets of assessment criterion are pointed out. Then the necessity of formulating new control performance assessment criteria is expounded. Some concepts and ideas involved in the formulation of the new criteria, such as classification of system operating state, consideration of tie-line security constrains in AGC control loop, corresponding control strategy and area control error (ACE) decomposition, are proposed.
