国际格局的定义前提及其基本特征

The Premise of Definition and Basic Characteristics of International Structure

无政府状态是国际格局的前提,国际格局即是无政府状态下国际关系的结构。然而,在研究国际格局的定义时,国内学者较少关注它的前提,由此造成对国际格局的说明缺乏必要的理论背景和着力点;而在揭示国际格局的基本特征时,国内学者又较多地从结构角度加以论述,缺乏从过程角度的观察。在西方主流国际关系理论中,新现实主义注重从结构角度论述国际格局,新自由主义则从过程角度进行理论上的揭示。因此,对于国际格局的研究要求我们结合新现实主义和新自由主义的理论成果,采取双重阅读的方法做出进一步的“新的综合”。

The premise of international structure is anarchy  or the structure of international relations under the anarchy. Nevertheless when studying the definiton of international structure domestic scholars pay less attention to its premise. When studying the basic characteristics of international structure they tare much more interests in the structure instead of the process. In western chief theories on international relations neo-realism lays stress on the study of structure while neo-liberalism the exposition of process. Therefore we can combine neo-realism theory with neo-liberalism theory and adopt the method of the new synthesis.
