关于农村问题的几点认识

纵观农村发展的历史,可以发现长期稳定、缓慢发展是中国农村的基本走势。乡村财政与人口问题仍是当前农村需要解决的主要问题,应通过土地制度改革和城市人口管理制度逐步控制人口增长,通过定编定制、精兵简政等方法有效解决乡村财政问题。此外,农村产业化与农村组织资源也是农村问题中的重中之重。

Historically the stable but slow development constituted the basic characteristic in the rural development of China.The prior problems are rural finance and population which can be settled through the reform in the land system the gradual control over the increase of population the establishment of the organizational structures and the rules and the simplification of the administrative organs. In addition rural industrialization and rural resources are not to be neglected.
