摘要
文章探讨我国高校二级教代会和二级教代会执委会的工作机制与作用,认为二级教代会是校教代会的延伸,它们的不同仅仅体现在管理目标的差异上。它们都是教职工群众行使民主权利,实行民主管理的基本组织形式。但是性质的统一并不意味着机制的同一。所谓机制,无非体现为结构关系以及功能体所起的作用两个方面。一种理想的机制取决于它的结构关系,所以探讨二级教代会及其执委会的工作机制,必然跟它们所交织的结构关系相联系。二级教代会执委会作为二级教代会闭会期间的执行机构,并不存在自身独立的工作机制与作用,二级教代会的工作机制便是它的机制,二级教代会的作用便是它的作用。
This essay explores how secondary teachers’ congresses and their executive committees work and function in China’s higher-education institutions, holding that secondary teachers’ congresses as an extended form of school teachers’ congresses differ from the latter only in their management objectives, for both are basic organizations through which the staff exercise their democratic rights and practice democratic administration. Nonetheless, unification of their nature does not indicate identity of mechanisms. Mechanism comprises two aspects, namely, the structural relationship and the function. An ideal mechanism depends much on its structural relationships, thus a study of the mechanism of secondary teachers’ congresses and their executive committees cannot be made without the understanding of the structural relationships they involve. Executive committees of secondary teachers’ congresses, acting as the execution agency while secondary congresses are adjourned, do not work and function independently. Their mechanism of work is the same as that of the secondary teachers’ congresses, and their functions as that of the latter.
