Discussion on the building of a well-off society in the countryside of western China

我国全面小康建设重点在西部,难点在农村。分析我国西部农村建设全面小康的难点发现,西部农村全面小康建设不但需要领导思想观念的转变,科学务实的农村小康建设规划,更需要采取适当提高农副产品的价格,增加农民的收入;投资重点逐渐从城市向农村转移;强化法律和行政措施,切实保护农民的权益;培养城乡持续的创新能力等多项措施。

This paper has analyzed five important and difficult points in building the countryside of western China into a well-off society, and discussed the ways of the building of the well-off society in the rural areas, which consists of the changing the ideas of the administrators in the government at various levels; really giving top priority to the building of the well-off society; working out scientific and practical projections of building the well-off society in the countryside as early as possible in different provinces, districts and counties; appropriately raising the prices of agricultural products and by-products to increase the income of the peasants; gradually transferring the city-centered investments to the rural areas; enforcing the measures of law and administration to protect the legal rights and interest of the farmers; and the ever-lasting creative abilities both in cities and countryside that is the enduring motivations in ensuring the contents and higher levels of a well-off society in China.
