喀河流域工业发展水电优先论

On the Priority to Hydroelectric Development in Industry Kashgar River Basin

喀什噶尔河流域位于祖国的西部边陲,属于半封闭式弱势农业经济地区,工业十分落后,主要原因是缺 乏主导工业和动力能源。流域内水能蕴藏量较为丰富,具有广阔的开发前景。在流域工业发展中应确立 以水电开发作为优先主导产业,拉动其他工业的发展,流域的工业总产值可望翻两番。政府相关部门必 须尽快立法,推行优惠政策,确保投资机制的顺畅运行,促使流域水电开发尽早实施。

 Kashgar River Basin is located the west frontier in our country, belonging to the area of semi-closed weak agricultural economy. The industry is very backward. The main causes is short of leading industry and dynamic energy. Water energy contains very richly in river basin which has the vast and bright development future. In the industry development in the river basin the hydroelectric development must be of priority which can bring the development of other industries. The total value of industry would be quadruped if the water energy hael been wholly developed. The related department of our government must legislate quickly and complement the preferential policys so as to ensure the investment mechanisms' smooth operation and promote the hydroelectric development as early as possible in Kashgar River Basin.
