当前水利工程建设中推行项目法人责任制和建设监理制,在一些项目中存在不规范性。很大的原因是非 经营性水利工程项目与现行的水利工程建设管理体制不相适应。依据非经营性水利工程项目的特点,分 析代建制的基本概念及其管理模式,对其实施代建制中面临的包括明确各方责权、转变现有建设管理机 制及其取费原则和诚信、风险管理等进行探讨,有其一定的价值。

The reason is that management system in water project construction are not matched with non-public project construction. According to the feature of non-public interest project basic concept of construction representative approach is examined. Detailed studies are carried out on rights and obligation of the parties concerned and other issues such as how to improve the existing construction management system how to set up charging system how to establish credit and risk management.
