The purpose of this paperis to describe and comment on some aspects of planning in Canada in order to make the institutional, procedural and policy contexts clear. It is divided into four sections. The first looks at the jurisdictional arrangements, the division of responsibilities between the various levels and agencies of government. The second outlines the scope of regional and municipal planning, the third, the contents of plans, and the concluding section addresses the major policy issues presently under debate. These include the re-drawing of local government boundaries and municipal amalgamation, urban sprawl, urban transportation, and environmental management.
