上世纪80年代后期,多伦多着手制定并实施了一系列方针和政策,其目的在于从城市规划和设计的角度改善城市的治安。由多伦多率先采用的一些规划方针,比如社区安全条例以及保障城市安全设计大纲等已经在世界范围内被广泛采用。本文将对这些政策的要点、实践过程中遇到的问题,以及一些值得吸取的经验进行回顾和总结。尽管多伦多从历史、政府体系以及政治方面来讲都与中国的城市不尽相同,但是希望本文能够让中国的城市规划师有所借鉴。
In the late 1980s, Toronto embarked on a set of innovative programs and policies to improve safety and reduce insecurity in the urban realm. Planning tools developed in Toronto, such as community safety audits and 'planning for a safer city' guidelines, have been widely adapted around the world. This article will review the principles, practices, and lessons to be learned from this strategic planning and design initiative. Although Toronto is different from Chinese cities in terms of history, governance, and politics, it can be hoped that this overview will inspire similar action in Chinese cities.
