On the Urbanization Strategy of China

城市化的加速发展不仅是全球不可逆转的趋势,也是我国全面建设小康社会的重要内容。在实施中国城市化战略时,必须把握好城市化的推进次序,合理处理好农村城镇化、城镇城市化、城市现代化三者的关系。人口向城镇集中,工业向园区集中,土地向规模经营集中是必须长期坚持的战略方针。为了扫清中国城市化战略的障碍,对村庄制度的复合性、非契约性、封闭性的障碍必须有深刻的认识,以谋求在城市化过程中,城乡能实现协调发展。

The accelerating development of urbanization is not only an irreversible global trend, but also an important aspect of the Chinese construction of a well-off society. In implementing the urbanization strategy in China, the urbanization process must be handled properly, and the relationship between urbanization of the rural area, metropolitanization of the towns and modernization of the cities must be correctly dealt with. Concentration of the population in the cities, of the industries in industrial parks and movement of the land to scale management must become a long term strategic policy. To clear the obstacles in the way of Chinese urbanization, such barriers as the complexity, non-contractual nature and closeness of the village system must be made clear so that, in the urbanization process, the cities and the country can develop in harmony.
