摘要
对科研管理本质属性的问题进行了探讨,认为科研管理的本质属性是依据科学技术发展定律,针对国家战略目标、社会经济发展和科学新体系的需要,促进科学技术发展的特殊管理行为;根据科学技术发展定律对科研管理的要求。
The paper discusses the essential property of scientific research management. Its essence is special management behavior which according to the rules of development of science and technology, and it aims at the demands of strategic target for country, social and economic development and new scientific system in order to promote the development of science and technology. Based on the rules of science and technology development, new target and content of science research are put forward.
