政府决策是决策主体的一种特殊思维活动,具有丰富的行政哲学蕴义。决策在本质上是一个复杂的思维过程,受到决策主体思维方式的影响。思维方式尤其是系统思维方式、创造性思维方式和辨证思维方式直接影响到政府决策的优化。政府决策包含着对价值的追求,其追求的社会价值包括科学价值、道德价值与审美价值。政府决策自始至终存在着理想与现实、动机与效果之间的张力,政府决策者应该将最优准则和满意准则辩证结合起来,在最优决策与满意决策之间寻求一种恰当的平衡。

Government decision is a special thinking activity, which has abundant connotation of administrative philosophy. Decision is a sophisticated process by nature, subject to the influence of thinking ways of decision subject. Thinking ways, especially the systematic thinking way, the creative thinking way and the dialectic thinking way have great importance on the success of government decision. Government decision involves the search for social values, which can be generalized to be the scientific value, the moral value and the esthetic value in terms of philosophy. Because the tension between ideal and reality, motivation and result is always there in government decision, government decision makers should combine the principle of optimization and satisfaction so as to achieve sound balance between the best decision and the satisfactory decision.
