摘要
高校后勤作为一种经济组织必然要遵循经济规律和价值规律,但他仍然要为教育服务,遵循教育规律。高校后勤的社会功能决定了其作为经济组织的目标不完全在于其自身的经济利益,而是为了教育实现公共产品的目标,毫无疑问具有公益性的特点。福利性高校后勤服务向公益性高校后勤服务的转变是我国高校后勤社会化改革内在的、必然的要求,是深化高校后勤社会化的重要任务。高校后勤服务要从福利性向公益性转变,首先要求高校后勤组织从传统的行政组织向新型的经济组织转变,其次要求政府和学校通过制定相关的高校后勤服务优惠政策,真正降低高校后勤服务的成本,充分体现高校后勤服务过程中的教育属性。只有通过政府、学校、高校后勤组织3方面的共同努力才能实现高校后勤服务的公益性。

The social function of university logistics determines that they not only focus on their own economic benefits, but also meet the goal of the public products for education. There is no doubt that it has a characteristic of public benefit. The transition from welfare university's logistic service to public beneficial type is an inherent, inevitable demand of socialized reform of university's logistics of our country, and it is the priority to further the structural reform. It requires the change from traditional administrative organization to the new-type economic organization at first to take place, and then because the approval of relevant university logistic service preferential policies carried by the government and school, it will really reduce the cost of university's logistic service, and fully reflect the education attribute in university's logistic service. Only through the united efforts from government, school, and university logistics, the public benefit of university's logistic service can be realized.
