The fourth amendment of the Constitution responded actual requests of‘administer state in accordance with law’, completed the Constitution and constitutional system,embodied the development and advancement of managing notion of the State,and incarnated the improvement of the structure of the Constitution as time goes on.The modification of the Preamble indicated the development of leading thought of the State,important theoretic views of governing and momentous guidelines and policy.The amended constitutional articles completed land requisition system and private property protection system,clarified farther State's guideline to develop non—public sectors of the economy,and added provisions of establishing a sound social security system,respecting and preserving human rights by the State and the state of emergency.
