In the market economy, the assumed rational of game action, as well as the fact of government and enterprise being rational economic organizations, decided the game composition and the sharp struggle between government and enterprise in the field of objective function choices, policy applications, strategy adjustment and action efficiency assessment. Being in a weak position, enterprises should adopt a strategic flexibility.
