论教育经费投入体制的建立和完善

On establishment and consummation of educational funds investment system

我国教育经费的投入比发达国家低,甚至比一些发展中国家都低。其原因很多,根本原因是国家未制定有关教育的投资法律,国家无法对未按国家规定逐年增加教育投资的地方政府和部门依法进行处理。因此,国家必须通过立法,即制定《教育投资法》,各级政府必须按照国家法律规定依法逐年增加对教育的投入,否则将依法进行处理。只有这样,教育的优先发展才能从根本上得到保证。

The investment of educational funds of China is lower than that of developed countries and even lower than some developing countries. There are many reasons and the basic reason is that the state does not have educational investment law and that the state can not legally govern the local governments which do not increase educational investment year by year. Thus, the state must makes Educational Investment Law and local governments must increase educational investment according to the law. The priority to developing education can be assured.
